CHRIS DAVIS – Technical Advisor
Chris Davis is likely best known for his discovery of the Mariposa botnet and the creation and leadership of the Mariposa Working Group. Comprised of key industry players as well as global law enforcement, this group took down the world’s largest known botnet and was directly responsible for seven arrests, from Spain to Slovenia. Davis has taken down more than 200 botnets since 2009, and has been directly responsible for more than a dozen computer crime arrests around the world. Prior to founding Defence Intelligence, he was the director of threat analysis for Damballa, a Georgia Tech incubated start-up. Prior to Damballa, he was the lead technical resource for Dell’s Global Information Security Unit, and has consulted and advised dozens of government agencies and Fortune 100 organizations. Ronald J. Deibert is professor of political science and director of the Canada Centre for Global Security Studies and the Citizen Lab at the Munk School of Global Affairs, University of Toronto, an interdisciplinary research and development “hothouse” working at the intersection of the Internet, global security, and human rights. He is a co-founder and a principal investigator of the OpenNet Initiative and the Information Warfare Monitor, which uncovered the GhostNet cyberespionage network of over 2,500 infected computers in 103 countries. Deibert’s work has received front page coverage in the Toronto Star, The Globe and Mail, International Herald Tribune, and The New York Times. He lives in Toronto with his family. |

Robert Guerra is a civil society expert specializing in issues of Internet governance, cyber security, social networking, multi-stakeholder participation, internet freedom and human rights. Robert is the founder of Privaterra, a Canadian based organization that works with private industry and nongovernmental organizations to assist them with issues of data privacy, secures communications, information security, internet governance, and Internet freedom. Robert also works as special adviser to the Citizen Lab and Canada Centre for Global Security Studies at the Munk School of Global Affairs, University of Toronto. Robert serves as a member of ICANN’s Security and Stability Advisory Committee (SSAC), as well as a member of the US IGF Steering Committee. Additionally he has participated as a member of the official Canadian delegation at two UN World Summits on the Information Society (WSIS). Robert has given numerous media interviews and often is invited to share his views on the challenges being faced by social justice organizations in regards to surveillance, censorship, and privacy. He advises numerous non-profits, foundations, governments, and international organizations. |
SETH HARDY – Senior Security Analyst
Seth Hardy is a senior security analyst at the Citizen Lab, Munk School of Global Affairs, University of Toronto. Prior to the Citizen Lab, he worked for a large anti-virus vendor. Seth has worked extensively on analysis of document-based malware and anti-virus evasion methods. His other areas of experience include provably secure cryptography, random number generators, and network vulnerability research. Seth has spoken at a number of security conferences including Black Hat, DEF CON, SecTor, and the Chaos Communication Congress. He holds degrees from Worcester Polytechnic Institute in mathematics and computer science. |
ANDREW HILTS – LUUM | @andrewchilts
Andrew Hilts is a researcher and web developer studying the organizational practices, policies, and cultures of online service providers, and their intersections with digital rights issues. An employee of Fortitude Companies, he helps shape the company’s approach to data stewardship. Andrew works out of the Citizen Lab as a research fellow and contributes to projects such as the Social Media Cyberwatch column, an analysis of the policies of Asian chat applications, and a visualization of censorship on Weibo. Andrew obtained his Master of Information from the University of Toronto and has published work on design knowledge management and online deliberation. He is interested in developing usable privacy technologies that facilitate conscientious, selective, and contextual information disclosure, group decision making technologies, and online deliberation. |
SAAD OMAR KHAN – Researcher
Saad Omar Khan is a researcher for the Citizen Lab at the Munk School of Global Affairs, University of Toronto. He was born in the United Arab Emirates and lived in several countries in East and South-East Asia before emigrating to Canada. He completed his undergraduate degree from University of Toronto where he completed a double major in peace and conflict studies and psychology. He also has a M.Sc. degree from the London School of Economics where his studies focused on political Islam and transnational religious movements. He has experience working in the non-profit and financial sector prior to joining the Citizen Lab as a researcher. |

Morgan Marquis-Boire is a senior security engineer at Google focusing on the protection of high risk users and specializing in security operations, incident response and threat analysis. He is also an adjunct fellow at Google Ideas. He is a security researcher and technical advisor at the Citizen Lab, Munk School of Global Affairs, University of Toronto. He is a founding member of the Secure Domain Foundation, a non-profit, free, adversary intelligence group. He also does volunteer work for the Electronic Frontier Foundation in San Francisco. A native of New Zealand, he was one of the original founders of the KiwiCON hacker conference. A frequent speaker at universities and conferences around the world, his work on digital repression targeting activists has been featured in numerous print and online publications including Bloomberg Business Week, The Wall Street Journal, The Guardian, Wired, and The New York Times. |
TIM MAURER – Research Fellow
Tim Maurer focuses on cyberspace and international affairs at New America’s Open Technology Institute and the balance between security and freedom in the digital age. His current projects center on the global cyber-security norm process, Internet Freedom especially in the context of U.S. sanctions and export controls, and swing states in the international Internet policy debate. In 2013, Tim spoke about cyber-warfare at the United Nations and his work has been published by Harvard University, Foreign Policy, CNN, and Slate among others. He conducts his academic research as a non-resident research fellow at the Citizen Lab. Prior to joining New America, Tim worked at the Center for Strategic and International Studies and also gained experience with the United Nations in Rwanda, Geneva, and New York focusing on humanitarian assistance and the coordination of the UN system. He holds a Master in Public Policy from the Harvard Kennedy School. |

CHRISTOPHER PARSONS – Post-doctoral Fellow | @caparsons
Christopher Parson’s research, teaching, and consulting interests involve how privacy is affected by digitally mediated surveillance, and the normative implications that such surveillance has in (and on) contemporary Western political systems. He is a post-doctoral fellow at the Citizen Lab, Munk School of Global Affairs, University of Toronto, where he is examining telecommunications companies’ data retention and data disclosure policies. He has a Ph.D. in political science from the University of Victoria, where he completed a dissertation that examined the political drivers of Internet service providers’ network surveillance practices. He is also a Privacy by Design Ambassador and a principal at Block G Privacy and Security Consulting. He has written policy reports for civil advocacy organizations in Canada, submitted evidence to Parliamentary committees, and been an active member of the Canadian privacy advocacy community. He has been involved in projects examining lawful access legislation in Canada and abroad, identity management systems in Canada, automatic license plate recognition technologies in Canada and the UK, network management and surveillance practices in Western democratic states, and privacy issues linked to social media services. Christopher has published in the Canadian Journal of Law and Society, European Journal of Law and Technology, Canadian Privacy Law Review, CTheory, and has book chapters in a series of academic and popular books and reports. His research has been funded by SSHRC, the New Transparency Project, the Office of the Privacy Commissioner’s contributions programs, and by civil advocacy organizations. He regularly presents his research to government, media, the public, and at academic events. |

Jon Penney is a lawyer, research fellow at Citizen Lab, Munk School of Global Affairs, University of Toronto, and a research affiliate of Harvard University’s Berkman Center for Internet & Society. Nart Villeneuve is a senior intelligence researcher at FireEye where he focuses on cyber-espionage and targeted malware attacks. Nart has conducted in-depth investigations of malware-based espionage networks and continues to monitor numerous targeted attack campaigns with an emphasis on building threat intelligence by developing indicators that can be used to identify the tools, tactics, and procedures used in targeted attacks. Prior to joining FireEye, Nart’s research at Trend Micro and the Citizen Lab at the Munk School of Global Affairs, University of Toronto led to the discovery and documentation of multiple cyber-espionage networks and in-depth reports on cybercrime networks as well.
